The above goals are specifically divided into five areas:

After 2020, through continuous efforts to promote the development of the connected car industry, technological innovation, standard systems, infrastructure, application services and safety guarantee systems have been fully established, and intelligent connected cars and 5G-V2X with high-level autonomous driving functions are gradually realized. Large-scale commercial applications, "people-car-road-cloud" achieve a high degree of synergy.

Arrears of on-street parking fees are subject to fines

According to the regulations, all the arrears that occurred in the administrative area of Beijing are combined and calculated, and the parking management department in the area where the penalty limit is reached is uniformly notified of all the arrears information and consolidated for payment. A parking person may go to the parking management department in the area where the arrears occur at any one time to accept the penalty and make up for all the road parking fees owed.
Non-payment of overdue fines plus 3% daily
The parking person shall pay the road parking fee owed in a timely manner at the window set by the district parking management department and accept the treatment. If the arrears are not paid or accepted after more than 15 days from the date of the arrears formation, the district parking management department shall carry out call collection based on the information such as the registered address of the vehicle and punish them in accordance with the law.
The parking management departments in all districts of Beijing shall set up punishment processing windows, make relevant documents on administrative punishment based on the electronic parking records of arrears, and make punishment decisions according to law. If the penalty is not paid within 15 days after the penalty decision is made, a fine of 3% of the amount of the fine will be imposed daily, but the maximum amount shall not exceed. If the parking person does not apply for administrative reconsideration or file an administrative lawsuit within the legal time limit, and fails to pay a fine, the parking management department of each district in Beijing shall apply to the local people's court for enforcement within 3 months from the expiration of the time limit.
Parking violations will be included in credit files
At the same time, in accordance with the provisions of the “Beijing Motor Vehicle Parking Regulations”, Beijing will establish a parking credit reward and a joint disciplinary mechanism to record illegal behaviors of parking people into the credit information system. In serious cases, publicity and punishment can be conducted.
